Mass shootings within hospitals are a reality that health systems across the United States must now plan to mitigate. While many healthcare facilities have an active shooter protocol, a recent survey conducted by Vizient in collaboration with clinical executives from the Vizient Networks found that these protocols are seldomly used consistently and many times inadvertently do not include plans to address management of the care for the sickest and immobilized patients during these events. These gaps lead to confusion. In fact:
- Only 24% of institutions surveyed have an active shooter protocol for managing immobile patients.
- Only 35% of institutions surveyed provide hemorrhage control equipment and training in preparation for an active shooter.
During a recent Vizient Joint Clinical Executive Leader Networks (CNO, CMO, CQO, CEO, COO, CSO, Ambulatory) virtual webinar, survey details and results were reviewed. This was followed by an interactive panel discussion with executives who had experienced active shooter incidents. Hospitals are uniquely vulnerable to active shooter events with many visitors and staff, multiple entrances and considerable building footprints. While there are federal guidelines to help provide direction when creating protocols, there is not a standard protocol for healthcare organizations. Panelists provided perspective on active shooter preparedness in U.S. hospitals, lessons learned and the next steps needed.
Vizient network members received a “Call to Action” to help develop industry active shooter guidelines. Work is underway to create leading practices, which include straightforward solutions as well as procedures that address the needs of all people and patients impacted during an active shooter event within a hospital.
